On November 26 and 27, 2024, the Agency for Prevention of Corruption (APC), represented by
Director Yll Buleshkaj and Head of the Division for the Protection of Whistleblowers, Milot
Shala, participated in the 23rd Annual Conference and General Assembly of EPAC/EACN held in
Bucharest, Romania.


The event gathered 170 participants from over 30 countries, including representatives from the
UN, EU, European Public Prosecutor’s Office, Europol, and the U.S. Department of Justice.
Discussions focused on challenges in investigating international corruption, asset recovery, and
innovative data analysis methods.


During the event, the Bucharest Declaration was adopted, reinforcing commitments to combat
corruption and build integrity by empowering society to act.


In his address to the General Assembly, APC Director Yll Buleshkaj emphasized the importance
of Kosovo’s membership in this prestigious network: “The Agency for Prevention of Corruption of Kosovo seeks to be part of this network to learn from the experiences of other institutions and to contribute our own. Corruption knows no borders, and combating it requires a joint response.”


He further noted:”The EPAC/EACN network is more than an institutional collaboration; it is a family where every voice strengthens the whole. Our goal is to bring the energy of reform and the commitment to protect transparency, accountability, and democratic values.”


EPAC (European Partners Against Corruption) and EACN (European Contact Point Network
Against Corruption) are independent forums that unite anti-corruption authorities and police
oversight bodies from Council of Europe and European Union member states. With a shared
goal of preventing and combating corruption, EPAC/EACN serves as a platform for exchanging
experiences, best practices, and promoting international standards for integrity and
transparency.


Membership in the EPAC/EACN network offers numerous benefits to the APC, including:

 Capacity-building through training and experience-sharing with partner institutions.
